Mr. Latham is an adjunct faculty member with UCLA SMP, with extensive experience in the areas of strategic and school improvement planning, program evaluation, and resource development. He has been part of a team investigating district policy implementation and providing support to educational leaders in schools designated as “low-performing” in Connecticut and Rhode Island. Mr. Latham worked for the Rhode Island Department of Education for over twenty years, where he served in a variety of capacities including arts consultant, civil rights officer, federal programs coordinator, and school improvement specialist. Prior to working at the Department, he was Director of Education Programs at the Rhode Island State Council on the Arts. Mr. Latham began his career as a middle school teacher of English and Music in New Haven and Guilford, CT. Richard holds an M.A. from the University of Connecticut and a B.A. from Tuft University.
